BP Pipelines Northwest Pipelines District Oil Spill Contingency Plan

Oil Spill Contingency Plan Holder BP Pipelines Northwest Pipelines District submitted a significant update to Ecology necessitating a public comment period.

Under WAC 173-182, public notice, review, and comment periods are required for permanent significant changes to approved plans. These changes include:

  • Worst-case discharge volume updates – the plan holder recalculated the worst-case spill volumes at all 15 river crossings using a more up-to-date model. Pipeline worst-case discharge volumes are calculated using the requirements listed in WAC 173-182-030(73) and WAC 173-182-230(3)(b). The changes in volume are significant enough to impact the amount of required equipment, as the pipeline planning standards (WAC 173-182-365) are based on worst-case discharges at river crossings to calculate required response capability. 
  • New planning standard spreadsheets reflecting the updated worst case discharge volumes
  • Updated Alternate Qualified Individual staff
