Trans Mountain Pipeline Oil Spill Contingency Plan
Ecology invites interested public, local and tribal governments, and all others to review and comment on contingency plan updates for the 12-month phase-in requirements to Chapter 173-182 WAC. This rule requires large oil handling facilities, pipelines, and vessels to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills. The updates to this rule will be implemented over four phase-in periods between July 18, 2020 and January 18, 2022. More information on what is required during these phase-in periods can be found in WAC 173-182-130.
This is the first plan submittal following Ecology's initial review of the plan's phase one implementation update in January of 2021. Comments on this plan should be focused on the review items required in this phase of the rule implementation. Any outstanding requirements are shown in the Contingency Plan Rule Implementation Crosswalk on the first page of the contingency plan linked on this page.
The below plan is currently undergoing a review by Ecology and may not meet all requirements of the rule update. Your comments, as well as Ecology’s review, will be considered before approving the contingency plan.
