We invite you to provide comments on the formal draft modification of the Municipal Stormwater Phase I General Permit. This National Pollutant Discharge Elimination System (NPDES) water quality permit addresses these legal requirements and controls the discharge of pollutants to protect surface water and ground water quality in Washington State. The permit requires municipalities and secondary permittees to develop and implement a stormwater management program to control stormwater runoff into and from their storm sewer system.
Phase I municipalities were required to adopt a stormwater program that provides equal or greater protection of receiving waters and pollutant control as compared to the 2019 Stormwater Management Manual of Western Washington. We decided that the stormwater programs submitted by the Phase I permittees are equivalent and are seeking comments on our decision and the stormwater programs.
