Oil Spill Contingency Plan Rulemaking - Informal Comment Period

The Washington State Department of Ecology is conducting a rulemaking to amend two chapters of the Washington Administrative Code (WAC): Chapter 173-182 WAC, Oil Spill Contingency Plan and Chapter 173-186 WAC, Oil Spill Contingency Plan – Railroad. We will be sharing several draft versions over the coming months. Each draft will be shaped by public input, and your comments are an important part of this process.


What to Review

Please review the current draft posted on this page. This version reflects all feedback we have received up to this point. As the rule evolves, new drafts will be posted and clearly dated so you can tell which version you are viewing.


How Your Comments Are Used

All comments submitted—whether through this form, workshops, meetings, or other engagement opportunities—are reviewed by our rule development team. We carefully consider each comment as we revise the draft. You may not receive an individual response, but every comment is documented and considered.


What to Expect

  • New draft versions will be released throughout this process.
  • Each draft will include a summary of changes and the dates of the draft versions.
  • You are welcome to comment on every version, or only the versions most important to you.
  • When the rule is formally proposed, a separate formal public comment period will open, offering another opportunity to provide feedback.
